Denmark has set one of the world’s most ambitious 2035 climate targets. But ambition alone is not enough. Even with deep and rapid emissions reductions, Denmark will face 12–13 Mt of residual emissions that cannot be abated. Closing that gap will require up to 12 Mt of permanent carbon removal every year.
This report, prepared by the Nordic Carbon Removal Association in collaboration with Biogas Danmark, Dansk Fjernvarme, Biocarb Solutions, and Klimate, makes the case for carbon dioxide removal as a central pillar of Denmark’s national climate strategy – and a strategic industrial opportunity for the country.
What the report covers
The report examines Denmark’s long-term climate trajectory toward net-negativity, the scale of carbon removal needed to meet the 2035 target, and Denmark’s potential as a hub for European carbon removal systems. It presents eight policy recommendations across three interconnected pillars – market creation, infrastructure scale-up, and societal legitimacy – alongside three priorities for immediate action in the new government’s first political cycle.
Three priorities for the new Danish government
- Commission a national CDR strategy with binding targets for 2030, 2035 and 2050
- Launch a public consultation on additional incentives for corporate CDR purchases and CDR suppliers
- Initiate a Nordic dialogue on shared CO₂ transport and storage infrastructure
The opportunity
A Danish CDR industry done right could support up to 23,000 jobs, contribute billions annually to GDP, and position Denmark as a global frontrunner in a market expected to reach hundreds of billions to over a trillion euros per year. CDR is not a cost – it is a strategic investment in Denmark’s climate security and economic future.
